The big thing with tattoos is that if you don't get them from a good, legitimate source, they can get infected or even spread nasty things like AIDS.
It seems like if your cousin got a tattoo without her mom's permission, she might have gotten it from such a source. Most tattoo places that are certified and clean will ask for a parent's consent when tattooing minors.
If your cousin got her tattoo from someone who didn't clean their instruments properly, and if she thinks of getting another, she could be in danger of health problems.
If she got it from a legitimate tattoo artist who cleans his instruments the same way doctors clean their instruments, then I wouldn't tell on her--she's safe, if a bit rebellious.
But if she got that tattoo from someplace dangerous, you may have to tell her, "Look, if you don't tell your mom, I'm going to have to tell her; because I'm worried that you're doing something dangerous and I don't want you to get hurt." Then offer to go with her for moral support when she talks to her mom about it.

You need to tell someone, if not her mother then perhaps an adult you trust that could talk to her mother about it. If she had the tattoo done in someone's house (which is likely because no professional in their right mind would tattoo a 13 year old) she could have possibly been exposed to hepatitis or HIV because of unsterilized needles. I hope your cousin has enough sense to properly take care of her tattoo so that it doesn't get infected.

It's illegal to tattoo anyone under 18 without parental consent. The artist could be in big trouble if the parents decide to press charges. But a tattoo is pretty much permanent unless you want to spend a crap load of money on removal.

Wow! How did she get a tattoo at 13? And where is it? IF there was a time to tell, it was before she got ink done. Sooner or later her mom will probably see it. Unless you were supposed to be looking after her, you're not responsible for her actions.

it's not life threatening UNLESS it becomes infected. As long as it heals fine, just let it be. Nothing can be done about it as the tatoo is in place already. Her mom will find out eventually.
