You can get ordained and download a certificate at www.ulc.org
but you will still need to actually register with the local officials in order to perform ceremonies (like marriages) and have them be legal.

If you want to create certificates you can creat a certificate from a template on microsoft.com or you can use microsoft publisher to create any kind of certificate you want.
