Gorilla Glue works on just about everything. It doesn't dry clear though.

Um. Commercial epoxy is strong enough to be dangerous, I mean, not hand-stuck-to-the-phone prank but more like have-to-cut-skin-off-from-phone strong. It's available at hardware stores and usually comes in two seperate bottles that turn to epoxy when you mix them.
For what you're talking about you might just want to try superglue, it works well wnough for most things.

Apply a liberal amount of super glue to your lips just prior to kissing your friend.
