Well, I think in the context of these times they mean different things but at one time they meant the same thing.

Then civil liberties were civil rights. And your rights ended where the next persons began. In other words if we're all to enjoy freedom, your rights cannot interfere with my liberty.

In today's U.S. civil rights include all sorts of things that don't adhere to those limitations. A persons right to healthcare might mean that now I have to pay for it. Which means their right to heath care means I may not be able to afford health care for myself. Education, ect. and ect.
