click on the gray part of the bar where nothing is and then drag it back to the bottom

drag holding right button on mouse on the bar along it to the bottom and poof it back, you can eaven put it at top like this

put your mouse in the blue bar area
click and HOLD your mouse button down
and drag the toolbar down.

point cursor on the line of your task bar.. then drag diagonally downward to bottom of your screen. that will solve . ^.^
