I don't know what it means now, but yrs ago it was just a good way to retire a pr of sneaks in the city. You couldn't cross one urban intersection in S. Phila without seeing hundreds of pairs strung across the powerline over the street. I never seen a pair fall either for that matter.

Used to be a gang sign--sneakers hanging over telephone or electrical wires were to designate gang turf.

While urban legend blames everything from gang activity to devil worship, what I have read leads me to believe that someone got drunk &/or high & just decided that was a good place for them.
