I know at Radio Shack you have several camera phones you can get for free with the Cingular network.
How do you define good? When looking at phones I classify camera phones into two categories. Megapixel camera (higher resolution) and non megapixels. The free ones I talked about are ususually non-megapixels.
The least expensive megapixel I know of is a nokia for the sprint network that costs about 30 dollars.

Verizon Wireless has Razr phones for around $70. They also have free camera phones when you get a plan with them.
