i removed all temp files, cleared history,restarted, etc.

Sometimes files can be hidden from normal view and they could get in the way of installing new versions of programs.Did you go into the computer and search for all the files and folders associated with the game/program? because sometimes they remain. Go into my computer. Click on the C: drive or whatever drive the game/program was installed to. To the left you should see system tasks, the last line should be search for files and folders, click on that. Click on all files and folders. Enter the program/game name into the first search box and hit search. The computer will search for all files and folders associated with that game/program and list them. You can now delete the files. ****NOTE DELETE ONLY THE FILES RELATED TO THE PARTICULAR GAME/PROGRAM BECAUSE ONCE THEY'RE GONE THEY'RE GONE FOR GOOD****
