What do you mean by the "best?"

If you are looking for a free compiler that is most comprehensive and standard, GNU C (GCC) is probably the best one.

The Java SDK includes Java compiler, javac in the package.

You can install multiple JDK on a single computer. Just install it into separate directory and set the PATH and make sure other env. variables (such as CLASS_PATH) are correctly pointed.

Two good Java compilers are BlueJ and JCreator. They function differently: JCreator is your standard-looking compiler, while BlueJ has a different interface that helps you see certain relationships between classes, such as "uses" and "inherits".

As for C++, I don't know what compiler is better than others.

I am unexperienced in c :( but for java BlueJ is great it will dynamically make a udml (flow chart) showing you how all of your classes relate. I also like textpad, its just good clean and fast. For programming lego mindstorms and other robotics I recomend netbeans.
