This is to do with creating a decision-support system prototype; is it better to use a declarative or a procrdural programming tool??

This question is too generic to answer. You are basically asking, is it better to eat Chinese food or Italian food.

With either one, you can achieve the objective. While procedural languages are considered old style, most people still write procedural code using declarative (object oriented) languages.

With that said, the correct answer probably is "declarative."
