The difference is the number of scholarships that are allowed to be given and how many scholarship athletes can be on an active roster in a year's time. In I-A, the limits are 35 scholarships up to a maximum of 95 scholarship athletes on the team. In I-AA, it's 25/75. In other words, if a I-A team has 70 scholarship athletes returning to school this year, it can only sign 25 instead of 35 to give them the maximum of 95. Same thing in I-AA. If they have 60 coming back, they can only sign 15 instead of 25 for their maximum allotment to reach 75.

The size of the student body and the potential for revenue. You have to get permission from the NCAA to change the rating for your school. For instance, the NCAA is now trying to pressure Temple to downgrade its football team to 1-AA due to its inability to generate revenue.

I-A IS DIVISION 1 AND IAA IS DIVISION 2.THE DIFFERENCE REALLY IS JUST THAT DIVISION 1 TEAMS ARE JUST BETTER/MORE COMPETATIVE AND BIGGER SCHOOLS.
