You can use IIS, which is part of Windows, if you have XP Pro or Server. Or you can use Apache, which you can use on any OS. Once you have it installed, and the page created and everything configured, type in the IP address of the computer with the webserver into your browser and it you should see it. If it doesn't work, check your firewalls and make sure the service is running.
