Based on your question I'd say your car has a V6 with a 604 (O/D) transmission in it. If this is the case, then it has gone into limp mode which is 2nd gear only. If after you cycle the ignition key, it again goes 1st to 2nd, 2nd and then feels like neutral on the 2-3 shift, the problem is internal. In that year, the 604 had a big problem with a snap ring breaking in the overdrive clutch pack. A scanner can check the cluth volume index and reveal if it too high, which it will be for O/D. Also have it scanned for codes, which will probably reveal a code 53, (gear ratio error in 3rd) Speed sensors, although common for failing, are not the cause of what you describe. Unfortunatly the only soloution is an overhaul of the transmission. There is now available, an upgrade kit with a thicker snap ring to prevent this problem from reoccuring.
FYI, even if you had the 3 speed transmission that uses a cable, it would not cause the symptons you describe.

If this is a 2.2 or 2.5 4cyl engine check the kick down cable.
This is the cable that runs from you throttle down to the
transmission. check it for binding, it connects to a lever at the
transmission. The lever should move freely and spring back when released. If it does not, lube it with lots of penetrating fluid
and work it until its free moving. This is your (passing gear)
or kick down for you transmission if its sticking in kick down
mode it will feel as if you only have 1st and second.

the trans is seeing something it doesn't like and is going into "limp in mode"which is second gear.It may have an input or output speed sensor going bad to a whole list of other things.You need to have someone retrieve the fault codes from the trans controller to diagnose it properly.

Your Tranny is in limp mode. You probably have a mechanical problem. There is no way of telling for sure unless you take the tranny out and look at it.

sounds like a bad shift solenoid but could also could be direct clutch burnt or broken drum. take to a qualified trans tech and have checked.

did you change the trans fluid and filter?
If the filter is plugged it can' t draw up the fluid properly.
If the filter is okay you are going to need to take it to a shop.
