In Piagetarian terms intelligence is essentially:

"A system of living and acting operations, i.e. a state of balance or equilibrium achieved by the person when he or she is able to deal adequately with the data before them. But it is not a static state, it is dynamic in that it continually adapts itself to new environmental stimuli"

Considering the concept of intelligence as one of the most elusive areas of psychology, most psychologists agree that to pin intelligence down to a single definition is almost impossible and thus attempts to measure it are
equally fraught with difficulties--not least of which is that of not knowing even what intellegence is!

Intelligence can also be defined as:

"The aggregate of global capacity to act purposely, think rationally, and to deal effectively with the environment" (Wechsler 1944)

If consideration to intelligence is given based upon Wechsler's definition, then effective measurement would be entirely subjective and created through cultural norms and values achieved through education. Boring (1923) offers an 'interesting' operational definition of intelligence which, although
circular, provides a definitive designed to get around the problem of various definitions: "Intelligence is what Intelligence tests are designed to measure". For myself I prefer Wechsler's definition as being intuitively right.

IQ testing (Intelligence Quota) is carried out by the use of 'standardised' applied psychometric testing which if followed to a logical conclusion as according to Frijda and Jahoda would need to be non culturally biased or culture free (probably not possible). At any rate to answer your question I'm of the opinion that objective IQ testing is highly suspect and questionable. However, since its history goes back a long way, it will measure something.

According to measures of central tendency, 68 percent of the population will fall into an IQ range of 90 to 110--this represents a standard deviation of 1.

An IQ of 100 has remained the average score since tests were designed in the early part of this century. Scores below 75 represent mental retardation; those above 130 represent 'very superior' intelligence. The average is maintained only because test-makers periodically recalibrate the tests, explained Flynn.
For example, on Raven's Progressive Matrices IQ test people can score a maximum of 60 points. Test-makers calibrate the test by giving it to a representative sample and calculating the average raw score. That score represents an IQ of 100.
