The IAC acts as a computer. Costs about $100 at Ford dealership. IAC has gone bad.

Since you make mention of a cap and rotor on this car, and you've replaced the plugs, rotor, cap and ignition coil. But there is one piece of hardware on a Ford that many overlook and fails quite regularly. It's called the TFI module and lives on the distributor. It's about the size of a small box of mints and is held there by four screws and has a wire harness on each end.

Remove the wires and make note which way they go. then remove the screws and the module. The new part will set you back about $40 and some change, and you'll need some heat sink grease to set the new one on the distributor. Follow the directions provided, but it usually needs about 1/8 of an inch layer on the surface at least on the silvery part of the TFI (the part that faces the distributor) this prevents destruction of the new part. Bolt it on and connect the wires up.

Most of the time this should cure your problem. One of my friends had a 1989 Escort that did the same thing and it drove him nuts. I replaced this part and it ran fine.

If I understand you right it cranks and starts and other times it won't crank at all. Then the trigger wire on the starter has corrosion on it. Simple pull the little wife that has a female terminal and wd-40 it and a little grease on it will fix it. The Ford dealer has a short replacement wire that you can splice on it as well. I have seen this many times. Also it it cranks and don't start press the gas pedal 1/4 throttle and see if it starts. If it does then the IAC valve is sticking. The silver part with 2 wires next to the throttle plate. Seen this many times as well.

Did they do a pressure check on your fuel injection system? Sounds like you may have intermittent leakage (back to the fuel tank) via a check valve or a pressure regulating device.
