explorer.exe is not Internet explorer - it is Explorer - the shell through which you run Windows.
If it's taking your full CPU, you probably have some kind of virus / trojan.
At this point, it's too late for an anti-virus - I suggest you take it to a techie who will go through the steps to remove your problem.

In Task Manager, select the Processes tab, choose Explorer.exe, and click End Process. (Just ignore the scary message.) Select File, New Task (Run...), type explorer, and click OK.

Explorer.exe is the GUI: Graphical User Interface. It is what you see at all times. You probably have a computer virus. Run your antivirus program, and if that doesn't work, either reinstall your operating system or take your computer into the shop to get it repaired.

Sounds like your IE is hanging up. Reboot, open task mngr and if it is still happening then you may consider virus scan, antispyware scan, defrag hard drive and Windows update.

how long have you had this problem is the first question. if not long yuo could try system restore to a earlyer time or you might have to uninstill and reinstill your system.
