Don't you mean "revved up like a deuce"? I think it's self explanatory (as in a car being a "deuce" and you can "rev" it).
wrapped up like a duce? I have no idea.

Actually, everybody's right. "Blinded..." is a Springsteen song, originally, first released in 1973 (on the Boss's 'Greetings From Asbury Park NJ' album).
It was re-recorded in 1976 by Manfred Mann, and THAT version went on to become Billboard's #1 Hit in 1977. So, Bruce Springsteen wrote it, but it's much more "associated" with Manfred Mann.
The original lyric was "blinded by the light, cut loose like a deuce, another runner in the night", as penned by Springsteen. (Springsteen has described the "deuce" as referring to a Ford Deuce Coupe, the same type of car featured in the Beach Boys' song, "Little Deuce Coupe") But Manfred Mann exercised poetic license, and changed the words slightly, to "blinded by the light, revved up like a deuce, another runner in the night". Also, Manfred Mann repeats this refrain over and over in their version.
It's not "douche", in either version, although I do admit it sounds like it!

i think the line is revved up like a deuce, another runner in the night
a deuce is a type of car (deuce coupe) so when you think of it that way it makes more sense.
