She has a very nice personality, and is very cute. But she is 2 years younger than me, and at my age 2 years is a little too much. Please don't think I am weird. I know her because she is friends with some of my bro's friends. Any advice. She is pretty popular too.

dude, don't sweat it. grow a pair and ask her parents if its cool with them (they get off on that stuff); if you get the okay, ask her out.
if she's popular, she's not gonna be attracted to a guy that doesn't know what he wants in life.

don't even bother till you are both of age, you say asking her out would be like suicide because of her parents. well , for get it. for now at least...and you wouldn't say the ages of both you and her.
