It's something called google bombing.

Due to multiple people using those terms together, (I.e. a lot of people think of george bush as a failure, enough that it's more common than "george bush success") that it's highest ranked as relevant.

It's actually number one, by the way.

It is called googlebombong or searchengineboming. You can read about it here.. It comes from having links on websites. That say miserable failure. Then when you press the link. It takes you Bushs bio. And the way the search engines work they relate Bush to failure.
