Alcohol affects the brain by altering neurotransmitters that govern how the brain itself functions. Alcohol inhibits a transmiter that enlivens areas of the brain and promotes an transmitter that slows regions of the brain down. At the same time Alcohol causes the brain to generate more dopamine which is a feel-good drug. Hence when you drink you can be made a bit stupid and happy - which you probably experience as giddy. Since alcohol effects many regions of the brain in different ways, there is some variance in how people will react to it (in low doses, at least!).

Alcohol reduces inhibitions. My lover is a rather shy girl, but she behaved quite differently when she drank a bit too much. Her roommate and I joked her for weeks about it, so she has sworn off liquor.

Alot get mean, or they cry, or they throw up, or they won't shut up, and on and on. The better question is: why do people get drunk and debase themselves?
