Is there somewhere you can post a recipe and you get paid everytime someone accesses it? I have been told it is a small amount paid by google?????

No, there isn't. The only way to really get money off of the internet is through ad revenue, which requires you to have a really popular site. Or by selling actual products, either from your own website or on something like e-bay.
