i know it has to do with twenty four frames and is an allusion but i still don't quite understand

Film plays 24 frames per second. Animation is recorded to film for play in a movie projector. The only feature length movie with 24 frame changes per second is Snow White (it's also the oldest Disney animation). After Snow White, some genius of animation realized that if you play the same picture two frames in a row, few people can tell the difference. Thus he saved tons of money by only changing the picture 12 times per second. Animations are still recorded on film that plays 24 frames per second, but the but the picture only changes every other frame.

Currently the world is switching to digital recording. Many theatres already use digital projectors. These use the same 24 frames and 12 picture changes per second. The reason they do this now, is because every movie made digitally is also made for film. Once all cinemas go digital, this 24 frames and 12 picture changes per second may become a thing of the past.

The word animation means movement. a person who is lively is said to be animated. Cartoon animation is a series of pictures that are drawn with only slight diferences to indicate a motion. I takes a lot of pictures to make a scene.
