There ARE muscles in the fingers. Let's call the finger the part where there's the distal, intermediate, and proximal phalanges (ie the three parts of the finger; thumb has 2). There are the extrinsic and intrinsic interossei muscles as well as the lumbricals (can't make the Star Trek sign w/o the lumbricals!!!) All these muscles have attachment points within the phalanges only (ie not connected to the bones of the hand.)

Of course, how would we move them? Some of the muscles for fingers are attached to ligaments in the arm, but very fine movements are performed by the fingers, so they have many muscles.

Of corse they do. If they didn't they wouldn't be able to move. Muscles move bones by contracting while the other returs to its original length. If they weren't there then your fingers would not move. If some part of your body moves than there must be two muscles attached to it.

no, there are no muscles in our fingers
the fingers are moved by tendons (they look like long white cords) pulled by the muscles in the forearm
that's why if you flex and extend your fingers, you can feel the muscles moving in your forearm
