The meter tells a musician that certain beats in a measure should be emphasized. The tempo tells the musician roughly how long a measure should last.

A time signature of 4/4 is 4 quarter note beats per measure (meter).
A time signature of 3/4 is 3 quarter note beats per measure.
A time signature of 5/8 is 5 eighth note beats per measure.

Tempo is the speed, say 120 beats per minute.
