In modern Times (past 40 or so years), it is hard not to go with Carter. His foreign policy was horrid. His handling of the Iran crisis was poor at best, negligent is probably a better adjective. His fiscal policies were poor, even by democrat standards. His pardoning of the war deserters (drug crazed, Canada bound hippies) was disgusting.
As for the past, that is harder to say. Hoover was pretty damn bad, as was Andrew Johnson. Taft did much of nothing, about the same as McKinnley. It is really hard to say unless you put some criteria out there.
