I like IconArt. It is freeware and you can get it from the trusted site: Tucows.com
I like it because it lets me customize all the sizes of icons. 16x16 is the size used for favorites. Other sizes are used on different resolutions of desktops.
I like to use graphics from the websites for my favorites icons. I download a graphic file and then edit it for import into IconArt.
Go get it and start having fun!
