Does it depend on the school or the subject of study?

It definitely depends on the school, maybe on the subject, too. I'm a professor at a state college where we are not required to do research or to publish. In fact, if we do decide to do research, we don't get any release time from teaching. Schools with graduate programs (a.k.a. universities) often do require professors to do research and publish, but they don't have to teach as many classes.

If a professor wants tenure then yes they have to publish. It also depends on the type of institution where the professor teaches. A place like the Ohio State University which is a major research institution and Columbus State Community College (a community college in Ohio) have vastly different requirements for being a professor. The final determinant is whether the professor is a researcher (who generally has teaching assistants teach most of his/her classes) or a professor who wants to teach students.

The impression that I have is that a professor is paid not only to teach classes but also for the time needed to complete research and publish it with the hope that it will bring prestige to the university. This is why most professors only teach a small amount of their time. The only professor that I had that I know did not do research was a dean that taught one class a semester but was primarily an administrator.
