It is because the people themselves (producing a government "of the people, by the people, for the people") will be deciding who represents them in government. This requires being informed about history and current events, which in turn requires universal education.

Pure democracy, essentially, is the rule of the majority. People need to be educated to understand the issues of the day and to make decisions on them through their votes. You don't want a bunch of uninformed people making decisions for your country, state, city, county, etc. (Unfortunately, that's exactly what happens too often here and elsewhere in what we call the Western Democracies.) It's easier for tyrants or other foes of democracy to come to power if people aren't educated enough to apply their knowledge and powers of critical thinking to the issues of the day. Then, it's bye-bye democracy, hello sham democracy, oligarchy, or dictatorship.
