You're young enough for your skin to bounce back fairly easily; 40 pounds isn't enough to ruin you, I wouldn't think.
Get lots of exercise, drink lots of water, eat plenty of fruit and veges, moisturise daily, and take vitamin E capsules to help it further.

If you loose the weight too fast, for example, more than 1 pound a week after loosing all of your "water weight" you will have some flab/excess skin. Loosing weight slower gives your skin time to adjust to the extra room. Strengthening/toning exercises will only get you so far as well. Your best bet, like I said before, is to take it slow.

At 16, she should be able to lose it slowly without having flabby skin. Exercise is important as part of a weight loss regimen for everybody, though.

Not at your age!. I lost lots more than that at the age of 32 and never had a problem. You should have plenty of elasticity in your skin. Also, a little exercise would definitely not hurt either. GOOD LUCK!
