The "Taipei 101" is officially the tallest building in the world at 508m. The CN Tower in Toronto is actually taller but it doesn't qualify as a building since it doesn't contain habitable space throughout most of the tower.
The burj dubai upon completion though will dwarf both of them. If all goes according to schedule it'll be finished at the beginning of 2009 and its height will be in excess of 800m

TALLEST BUILDING: Taipei 101 Tower in Taipei 1,670 feet (509 meters), but the massive 60-foot spire contributes to much of that height.
TALLEST BUILDING (COUNTING ONLY HABITABLE SPACE): If you count only habitable space and measure from the sidewalk level of the main entrance to the structural top of building (excluding flagpoles and spires), then Chicago's Sears Tower, built in 1974, 1,450 ft (442m)
WORLD TALLEST TOWERS: If spires, flagpoles, and antennas can be counted when we measure building heights, perhaps rankings of the World's Tallest Buildings should include all man-made structures, whether or not they contain habitable space. In this case, the CN Tower in Canada is the world's tallest building. The communications tower and tourist attraction measures 553.33 meters (1,815 ft., 5 inches) tall.

I believe it is the Petronas Towers in Kuala Lumpur, Malaysia. They were the second highest in the world until 9/11. But there is another tower a-building (don't know if it is finished yet) that is designed to be a few inches taller than Petronas.

Depends by what you mean of "building." If you want to know about an INHABITED building then it's the Sears Tower in Chicago. There's that office building in Asia, The Petronas Towers, that one's the tallest building, i think.
