Rabbits don't care about who is what breed! However, if he likes the Rex fur, I would suggest a Mini Rex since it is closer in size to a Netherland Dwarf and less likely to intimidate the Dwarf.

The breed of your brother's rabbit is less important than its sex. The usual advice is to get a companion of the opposite sex to your own rabbit, and neuter one or both of them. You don't want twenty babies to take care of. Talk with a breeder, though, because I'm not sure if a pair of does will also live peacefully together, or a pair of bucks.
I'd advise you against getting a Netherland Dwarf at all, though. They're often high-strung, anxious, and easily stressed. Larger rabbits tend to be more easy-going, though of course they eat more and need bigger cages.

I have a netherland dwarf and brought him to class and he got along really well with another girls rabbit which was a mini rex

I had a dwarf netherland rabbit several years ago. My bunny book tells me that they can get really territorial and nasty in their old age.
I think it would depend on how well you handled your bunny. As long as you enforced "good behavior", I think the dwarf would be friendly to any other breed.
PS: Can I recommend a dwarf lionhead rabbit? They're the most adorable things -- plus they'd be about the same size.

i think that netherland draf rabbits go well with netherland drawf rabbits... they kind of have to go well together after all they are the same type of animal

You should take the rabbit and go on "bunny dates". If you contact the House Rabbit Society they can help you. A neutered male and a spayed female make the best matches. http://www.rabbit.org
