Zeena Parkins if you mean srung harp (as heard on Bjork's "vespertine" album & many of her own, more experimental works), if by harp you mean "mouth organ" in a Colloquial sense, then Mats Oberg of Swedish prog pop/funk/rock band Mats / Morgan Band - maybe neither are technically the best in the world but there's a good chance that both are the most imaginative in their fields

For the Welsh triple-harp its probably Robin Huw Bowen.

well Catrin Finch is good, but Robin Huw Bowen can play the traditional Welsh Triple Harp, quite a feat, three rows of strings!!

I would say Judy Loman for sure as she was truly an incredible musician and played the harp beautifully..but sadly she's dead now..

maybe technically not the best ever player, but Joanna Newsom is worth a listen.
Some people find her vocal style a negative thing, but I think shes got a beautiful voice.
