This is a semi-difficult problem but you only have no more than 3 minutes to solve this. I was only given 2 and half min to solve this and I didn't get to solve it. Good luck.

k = 17
I'm assuming you meant that the remainder of 30 divided by k is (k-4).
Therefore,
30 = n(k) + (k-4)
30 = nk + k - 4
34 = nk + k
34 = k(n+1)
Now k must be a factor of 34 and must be greater than 4 but less than or equal to 30. The only factor of 34 that satisfies this is 17.
30 = 1(17) + (17-4)
30 = 17 + 13
30 = 30

Given such a short time, actually quite enough for a direct way:
Try from 4 till 30...
and I got 30/17 has remainder 13 = 17-4
within a minute time.

30 /k = k-4
30=k^2 -4k
k^2 -4k -30=0 k^2-4k+4= 34
(k-2)^2= 34
square root both sides k-2 = + or - square root of 34
trranspose 2 2+ or - square root of 34
