It's the urethra - the tube running the length of the penis carrying urine and semen. (the tubes from the kidneys to the bladder, the ureters). If we're talking about the same "pumping thang"......

It's blood. Your penis is a fibrous tissue that becomes engorged with blood as you become aroused. You can contract and release your muscles to alter the rhythm of the blood "pulse". When you are excited it will pulse all on its own.
