A bolt does not have fletchings. It is usually made from a single piece of material, often metal. The metal can be hammered at one end to create 'vanes'.
The vanes work to stabilize the projectile similarly to the fletchings on an arrow.
The projectile shot from modern hunting crossbows are arrows as they have fletchings and not vanes.
The projectiles shot from some competition crossbows are bolts as they are made from a single piece of material, which is sometimes just a straight shaft without any vanes.
