Fryemall, sorry but u r an idiot. She is asking how to access Control Panel. I think your advice anyone knows. Now you have to press Start go to Settings and clickon go to Taskbar & Start Menu. In XO just right-click on the Start button and press Options or something like that. Than make Control Panel roll-out. Than all you have to do is got Administrative Tools and Computer Management. From there there are instructions...

Start the computer in safe mode,to do this -at startup tap the f8 key about 5 or 6 times...in safe mode you should be able to get into control panel

you can do ctrl - alt - del again and bring up task manager. Then you can goto file --> new task --> type explorer.exe and it should load the os again.
Go to start --> control panel at that point.
You may just need to restart your computer.
