If you are about to make an pesonal website then you have a lot freedom to do so.
Well, SBC with AT&T will provide you paid hosting, while other good services including bravenet and tripod give you the freedom of what you like.
SO, i suggest you take a look at brave net services and get more done.
Many tools for webmaster available.

All ISPs do. Check with them how to access your space.
Generate some HTML code (which you can do by using Netscape or IE in the composer mode).
Input the text and add the pictures and links you want. Netscape will generate the HTML source for you, and then you upload that to your webpage.

(like that other guy just said)
But, not all ISP's give you a good deal. Other free hosting services (like MBHOSTING or Freewebs or others) may be a better alternative.

The best (in my opinion) is MBHOSTING.
(I will give you a link if you send me an email, right now, MBHOSTING is being kept small)
(but you could also Google it)
