Contact the doctor and/ or the hospital where the child was born. If it was some years ago, you might find it in a local newspaper report of the birth. Mothers used to receive little booklets they could record birth and development information in. The child's might still be around somewhere.
I assume asking the mother is not possible.

It depends whose birth certificate it is. If it's yours - ask your mother. If it's for a deceased relative, it's doubtful if you could find that information. I can't imagine why you would want to know what time someone was born, other than for purposes of having a horoscope cast.
In the UK, time of birth is only normally put on a birth certificate where the child was a twin or was stillborn. If you receive a certificate for a birth in England or Wales, and there is a time given under the date of birth, then the child was probably a twin.
