how can you tell a ducati monster`s year model just by looking at the chassis number?

Should be a sticker of some sort on the steering head or elsewhere on the frame. Will state model year.

If you have no title or registration then you will have to trace it thru
the vin number which is probably somewhere on the motor or rear of the frame or both

Simple, stop and ask a cop to run the vin # for stolen, then listen to what it comes back on. the year will be transmitted over his radio.
