A butcher's shop might sell you one, but I kinda doubt it. I would ask a farmer personally. You might have to buy the cow if you talk to him at the wrong time, but if he is already killing them to make meat from them then he would likely sell you one.

If you are too cheap or awesome to buy one like this go up to a cow in a field and chop her head off with an axe. Or just headbutt her to death whichever you prefer. The neck is pretty thick and hard so it might take a few swings but you'll kill her eventually. After that simply slice open the cow and look around until you find her heart. Then hey, free cow heart, what could beat that? I would bring rubber gloves that cover your whole arm for this as it is quite messy, you can get them at some hardware stores and some chemical plants have them, so as long as you are stealing, might as well grab some.

Try the butcher shop. Not at the supermarket, but a small, specialty shop. Stuffed, baked heart is rarely served these days, but it's a great dish, and a healthy one. No fat in the heart, but all the protein and minerals you could wish for.

Talk with your local Butcher, they will probably have to order them. I use to be a Butcher, I didn't carry them but I could order them if someone wanted one

At a mexican grocery store usually, but I think most grocery stores or even a butcher shop has them.
