There is something called the Hammett relationship. The para benzoic acid is stronger because the anion of the acid is stabilized by through resonance. Draw the resonance structures. For meta benzoic acid, the reason is not as much resonance, but more by the fact that nitro is an EWG by induction thus stabilizing the anion of nitrobenzoic acid.

strong acids have bases that are very stable. do the resonance structures of both and you'll have your answer
