Good question. It doesn't exist. It's an excuse used by people on the right when what happens in the world doesn't fit or support their world view. You'll notice that people on the right who bring it up present piecemeal evidence for its existence, whereas an entire thorough documentary has been made about Fox News's political leanings; "Outfoxed: Rupert Murdoch's War on Journalism".

Not on TV if that is where you've been looking. There are a few independent magazines out there and across the web it can be seen however.
One magazine I would consider liberal is AdBusters. Out side of that you'd have to browse the Pikes Place magazine rack in Seattle.
