They are designed to do that when they get worn down to alert you that they need to be replaced soon.
either that or you let the bike sit so long that rust/oxidation has started in on the pads and rotors

Well if it is pretty new it may need some time to brake in but I just think that Harley puts the cheapest brand made on them to save money and get them out the door for high dollar that the only way you are going to stop it is to change them.

I work for a company that makes Harley pads. The problem is engineers who have degrees but have never been on a bike. We did a lot of testing on dynomometers and on a leased Harley to find a quiet mix, but the engineers in charge of these tests were fired because they didn't fit in with the corporate plans. Hawk Corporation. Wellman Friction Products.

If you want to try a quick fix before spending any money - Clean the rotors with "contact/break cleaner" (can get it any bike or auto parts store). Remove the brake pads (or shoes) and score them up with a wire wheel or wire brush. Then clean them with the brake cleaner. Brake dust and road debris will cause brakes to squeal.

Probably because they have to be changed, just like a car. If it's new, could just be some brake dust, which'll just go away. Mine make noise after they get wet (rain), but it always goes away once they dry off. I ride a Road King, if it helps.

Just like a car, the squealing is metal to metal, indicating that they need replacement.
