Well England are still suffering from injuries, and let's be honest, their last couple of ODI series have been disasterous!
There recent form is 0-5(5) vs Sri Lanka(h), 2-3(5) vs Pakistan(a), 1-5(7) vs India(a), 1-2(3) vs Australia(h). There last ODI series "success" was tying the tri-series with Australia in 2005 (also Bangladesh).
Pakistan on the other hand have been playing very well, and are building momentum towards the world cup, where I am predicting them for a semi-finals result.
Their most recent form is 2-0 (3) vs Sri Lanka(a), 1-1(2) vs India (Abu Dhabi), 1-4 (5) vs India(a), 3-2 (5) vs England(h), and 3-0 (3) vs W. Indies(a).
So with the exception of losing away to India, they have been doing very well over the last 15 months.
Also Pakistan are currently ranked third on ICC ODI ratings with 115 (Aust. 131, SA 123) England (96) are 8th with only minnows ZIM(35), BAN(33), & Kenya(0!) below them!

One day cricket is a game of uncertainties especially when two good teams contest. Both England and Pakistan are equally tough teams and whoever play to their potential on the particular day will emerge as winners. However, considering the home
advantage and familiar climate conditions England will win the one day series though it is going to be a closely contested series.

England may be good team when it comes to test matches but they are in the 8th Spot in Short form of game ODI ICC rankings besides Series against Sri Lanka was a white wash...So chances are bleak for ODI...
Therefore i would say Pakistan (They have specialized batsmen & bowlers for ODI)
