Go to www.freewebs.com. It has polls, blogs, counters, everything! You can do easy mode, or HTML mode. It's a really great for everything!
If you want a site for mainly pictures, I suggest www.piczo.com. It lets you adjust spots, sizes, colours, music, backgrounds, and a ton of great stuff.

You will need a free web host (I recomend freewebs - url below)
And you need to learn HTML - Hypertext Mark-Up Language! Now for this I have included my site and if you right click anyware (apart from images and not on the menu) and click View Source you can see what HTML looks like. I would google Baisc HTML aswell.
Or you could use a WYSISYG Editor such as in Dreamweaver 8 or Frontpage.

Go to geocities.com and sign up for a free web site. They have a site building wizard that will do all the work for you for a simple baisc site. Once you it up and running, you can begin to play around and learn some HTML (web page programming) etc. to improve your skills. If you keep practicing, there will come a time when you will be able to build a site all on your.
