No. Your hair grows in at different rates. Even if you let it grow in for 3 months and then got it waxed they wouldn't all be the same length. Some fall out and are just growing back in when others are long enough to be waxed off.
Most of them should be out if you waited long enough to wax. Yes, it has to be a certain length for the wax to adhere to. If it wasn't long enough to wax off and you have lots of hairs left it is because you have either a rookie wax artist or a dishonest wax artist. I always tell my clients honestly if they need to wait a couple of days before they get their services done. I don't want them to have to come back.
If you feel like it is too much to have left on your legs, I would go back and ask to be re-waxed.
If it is just a little bit, it is to be somewhat expected.
If it is a few days after your service and you are just starting to notice hair in the area you had waxed, you are experiencing the grow back from the hairs that were not above the surface when you got your wax.
Most people gently razor them off.

Plucking (tweezing), Shaving, Depilatory creams and Waxing are temporary hair removal methods.
Waxing usually lasts for 3 weeks, but it is painful.
Electrolysis and laser hair removal are "permanent" hair removal methods but are expensive and you have to find a trained professional, otherwise your skin could be damaged.

I WOULD THINK SO, THAT'S WHAT I'M PAYING FOR. YOU DON'T WANT ALL OF YOUR EYEBROWS REMOVED. WITH THE BIKINI WAX, IT'S HOW MUCH YOU WANT TO DO, I WOULDN'T WANT TO DO MUCH THERE.
