this is not the best food but it's been around for years and years. I've been going there for at least 30. It's Joe Tecci['s. Again, thee are many with better food but it's good food, reasonable prices and interesting atmosphere. I was disappointed the last time I was there, because they've discontinued the policy of serving a carafe of house wine in large old glass Cocoa Cola bottles, as they did during Prohibition.
There are many dining rooms, each in a different decor. My favorite was always the "vineyard" room with grapevines and grapes hanging "grotto" like from the ceiling. It's interesting to walk through the restaraunt and look through the rooms. Each room is tiny and cozy. Some have street signs denoting each aisle in the room. Some are loaded with Italian pottery.
It's an interesting place with good but not the best food.
There's also a place called Maria's. Very good.
I think it's where Bob Hope used to dine when in town. He even had the owner air ship food to his home out West.
Sabatino's is very good food.
There's probably a lot of new places since I frequented the North End.
I love to walk through that section of town, through the local outdoor markets and see all the Italian meats and garlic hanging in the storefront widows and smell the great aromas of fresh baked bread waifting from the bakeries and visit the little Italian church. During the feast of St. Joseph, they have a street fair and anyone who owns a grill, is out selling sausages and macaroni and home made cannoli.

If you have never been to the North End, it is full of life! You probably can't go wrong choosing one of many of the little restaurants there - but you should just follow your nose! Or if your stomach can handle the wait - try waiting in one of the lines outside a restaurant - it must be good if it has a line! Definitley get dessert at Mike's Pastry!

I love the North End. You really can't go wrong in most cases there. So many wonderful places.
I have to say my favorite is Trattoria il Panino, on Parmenter, right near the corner of Hanover St. It's a very nice and romantic restaurant with fabulous pastas, etc. It's a great place.
Another top restaurant is Bricco's on Hanover St. Fabulous stuff.
Have a blast!
(Oh, and ya, European was good in its time. Nice casual place, but long gone at this point.)

Bova's has AWESOME bread. But I wouldn't go for pastries there, Mike's or Modern Pastry is better.
I don't think you can real point to a place and say that's the best. If you need a cheaper meal, Dominic's Pizza is pretty good. Can afford anything? G'seppie's is amazing, but expect a $100+ check for a nice dinner and wine.

Giacomo's is my favorite if you feel like great food with a noisy atmosphere. It's like eating in an Italian families kitchen! :) Be prepared to wait... the restaurant is small, always busy and always has a line. Opens at 5: pm.

Sabatino's or Giaccomos' for dinner. Bova Bakery for pastry (it's off the main strip, and very little known, but if you know Boston, you know Bova and it's 24 hours too!)
