Could be jock itch. Seriously If they get all sweatty during the day, you could get jock itch. use corn starch to prevent it and when you already have it, use athlete's foot remover or an (antifungal)

OMG PEOPLE! Quit scaring the guy. It is JOCK ITCH! Rub some jock itch medicine on it before you go to bed. Wash it 2-3 times a day. Put powder in your underwear. Sleep naked when you can. It should be gone in about a week.
Lord you people are going to make him think his willy is falling off.

are you cleaning yourself after jacking off. the sperm on your skin would make you itch.
if clothes and/or bed clothes is a consideration, the washing powder or fabric softner could be playing a part.
you said no red spots, but maybe a rash? I don't know.

They call it a jock itch, so ask your doctor for some medication or try bluestar ointment over the counter to solve this problem.

Other than the washing, it could be caused by a reaction to medication. I had such a reaction that I almost scratched my little guys off until the doctor discovered the problem.
