Yes I think pity can turn into love, but not the romantic type of love. It can turn into friendship love or family love - but not husband/wife kind of love.

Yes of course. Depending upon the circumstances. Love comes upon a person in many ways. Friendship, love for a child, the poor, the sick...etc. A desire to console, reconcile, help, nuture or understand. It can bring a person closer to another person or persons for that reason.
