It looks like just some really heavy black eyeliner on the lower and upper lids, along with some mascara on the lashes. I use the N.Y.C. brand eyeliner and it works well, and maybelline mascara isn't bad either. You could try those. You could also visit the websites for Loreal Paris, Maybelline, Max Factor, MAC and other famous cosmetics brands to see what kinds of things they have there and if you find one you want to try, you can probably find them in your local CVS or Walgreens, or a MAC store if you have one around you or in a mall near you. :P There doesn't seem to be any eyeshadow on her eyes, I think it just looks that way because of the shadows from the lighting on the model.
The lip gloss color looks like a very natural shade of pink, or just clear. You can probably find something like that anywhere. :)

At a glance, looks like:
Dark black liner on top & bottom, including inside parts of eyes
Black mascara
Neutral brown shadow slightly darker than skin tone across lid
None or pale neutral shadow on brow bone
Lip gloss looks neutral as well - try a very glossy clear or a peachy pink

I noticed that her tan makes the eyes colour pop out - for that I really recomand using a Bronser, after you apply foundation.

For the eyes:
Use an eyeliner brush with eye shadow. I don't recomand black, It's usualy too dark for most faces. experiment and find the colour that makes you look prettier. with this "smokey" eyes look, It's very easy to over do it, so you'll need to practice a little till you get the feel for it.
to apply:
Dry: Pick up Eye Shadow with brush tip and tap off excess. Use smooth strokes to line lids close to base of lashes, going from inner to outer eye corner.
Wet: Dampen brush and make an "x" in the Eye Shadow with the brush tip to pick up color. Use smooth strokes to line lids close to base of lashes, going from inner to outer eye corner.

and then of course, apply a lot of black mascara, do it in layers - let each layer dry a little, then add another.

you should try a thick line of eyeliner on the bottom but less of it on your upper lid. wear a darker shade up to your eye crease and then use a shade that is slightly darker than the color of your skin of your eyelid up to your lashline. then apply a natural shade to your brow. add the slightly darker than natural eyeshadow below the bottom eyeliner. use mascara, whichever you prefer, then use some bronzer and a natural looking lip gloss.
